Critical Incident Video from Officer-Involved Shooting of June 18, 2024
** VIEWER DISCRETION ADVISED **
RIVERSIDE, CA - On Tuesday, June 18, 2024, at approximately 10:26 a.m., Riverside Police Officers assigned to our Problem Oriented Policing (POP) Team conducted an area check along the 6600 block of Palm Avenue for a vehicle that was taken in a carjacking earlier in the day. POP Officers located the carjacked vehicle occupied by a male driver and male passenger in this area. As they began to make an enforcement stop, the driver of the carjacked vehicle failed to pull over and turned into an apartment complex where he continued to the rear of the property. The driver quickly exited the carjacked vehicle holding a handgun. One of the officers fired his duty weapon, striking the driver. The passenger remained in the vehicle and was detained by officers.
Officers assessed the driver’s injuries and summoned medical aid. He was taken to a local hospital where he remains under arrest and in custody while receiving medical care and awaiting transfer to a detention ward at another medical facility.
The driver and carjacking suspect was identified as Eddie Madrigal, 42-years-old from Moreno Valley. Mr. Madrigal is a documented gang member currently on parole for robbery with use of a firearm.
Whenever an officer-involved shooting occurs with the Riverside Police Department, it is investigated by an outside agency, in which this one will be handled by the Riverside Sheriff’s Force Investigations Detail.     I suspect the suspect (PERP) likely went on a final crime spree because his SpaceX application was rejected. Eddie dropped his ID at the scene of his carjacking, so clearly Eddie could not be a rocket scientist at SpaceX, but had high hopes to be the first passenger launched out into orbit, for long term studies.

    The guy is in a normal running motion. the gun isn’t even pointing the at the police when his arm swings back. If he fired the gun from that angle, he’s hitting nothing but concrete. His arm would of swung back like that regardless of if he had a gun or not. Tbh the guy is a career criminal so who really cares.       I think it was more likely that he was shot to keep him from reacquiring the weapon that he had just thrown over the wall and stop an armed felon who was fleeing the police from suddenly appearing in some innocent family’s back yard.

    Looks like the officer was more determined to not lose the suspect rather than feeling at risk of getting shot. In my opinion, it was unnecessary to shoot the suspect. Also, the officer has a slow reaction from the time that the suspect allegedly "pointed the gun at the officers" which the suspect really didn't.

      If you practiced drawing and shooting a handgun, you’d know that when you decide to shoot, you are focusing on your grip, stance, sight picture, and your trigger pull. This takes time and concentration. You’re also paying attention to what’s behind the target, any potential innocent people who might get between you and the target, and making sure that you’re not moving into another officer’s line of fire. To do all that while also being perfectly aware of what the target is doing would require superhuman abilities. The officer stopped firing as soon as he saw the carjacker was no longer a threat. If the carjacker wanted to avoid getting shot, he could have left the gun in the car.

      One thing I noticed about the narration by this police chief is that he didn't mention during his speech that the suspect threw his gun over the wall before the officer shot him. So at the time the officer shot him, he was an unarmed suspect fleeing from police. I'm not saying that I give a crap about the suspect, because I don't. But police have a responsibility to tell the whole story and all the relevant details. It's very clear from the video that the suspect threw his gun over the wall before he tried to climb it and the cop would have seen him do that and known he was no longer shooting at someone with a gun in his hand. Of course, people can argue that the suspect could have retrieved the gun if he had been allowed to climb over the wall, but that's not my point. My point is that this police chief purposely left out that detail when recounting the story in order to deceive the listener into thinking that the suspect had a gun in his hand when he was shot.
